Describes the invention of F W Schroeder, an 'American civil engineer' who has invented a balloon whose altitude is changed by means of a propeller under the aeronaut's seat and which is dirigible. Concludes by noting that Schroeder eventually plans to 'essay a trip across Europe' and expresses its desire to meet him.
