    The report reprints a decree transmitted to Franz J Gall by the 'Territorial Government of Lower Austria' commanding him to desist from giving phrenological lectures to mixed audiences at his house, on the grounds that his theory appears 'contrary to the first principles of religion and morality'. A further note records that Gall has been 'permitted to proceed in his Lectures on Skulls, but only to foreigners, and excluding women'. (136)
