    Describes an instrument for enabling reporters to hear the whispers of peers in the House of Lords. The instrument, illustrated in an accompanying cut, is 'an opera glass and ear trumpet in one', with the opera glass allowing reporters to make sure that a peer is speaking when his lips are moving.
