    Compares improvements in Parisian buildings and sanitation with the opposition to such measures in London. Attacks the Corporation of London's 'Vested Interests' in preserving the status quo and notes how proposals to install proper drains, to clean the smoke from the air, and to build wider streets are met with gruff and repeated barks of 'Centralisation!'.
