    Introduces a letter 'about to be issued from the Lord Chamberlain's Office' which orders David W Mitchell, Secretary of the Zoological Gardens, to 'place his bears in decent mourning' (for the death of Emperor Nicholas I of Russia) while the Russian bear is 'to be fed on black puddings'.
