    Concludes from the title of Robert Fitzroy's paper delivered before the British Association for the Advancement of Science (a version of which was published in Fitzroy 1856), that the Board of Trade 'directs the Movements of the Wind', and notes the effect of this on insurance. Believes that such a power will enable Britain to give a' heavy blow as well as a great discouragement to all competition'.
