    Discusses the campaign by some 'American Papers' to blame England for a disagreement between the underwriters and the Atlantic Telegraph Company over the slippage of the cable rope into the sea. Laments the stupidity of the company and hopes 'a-nEw-ropian' company will be formed to continue the plan.
