    Criticises the administration of Henry J Temple (3rd Viscount Palmerston) for distributing the annual Civil List pension of £1,200 to 'science, literature, and art', rather than military heroes and their widows. Insists that 'The cockpit and the trench have dearer claims on the annual bounty nationally voted for science, literature, and art'.
