    Shows Lord John Russell as an artillery officer igniting a cannon marked 'REFORM BILL'. Playing on the different meanings of the word 'pounds', the political 'range' of the gun is clearly being tested, as it points into a bay containing flags marked '6 pounds Suffrage', 'Household Suffrage', and 'Universal Suffrage'.
