Reports on a 'Debate in Committee on the Bill for the Compulsory Sale of Silver Plate and the Sale of Albata Substitutes' and the rejection of Obadiah Elkington's amendment that electro-plate should substitute for Albata (159). Also claims that 'Dr. Kahn' (possibly an allusion to Joseph Kahn) successfully moved for the appointment of a committee 'to inquire into the present system of Spirit-Rapping, with a view to its being rendered available for Diplomatic purposes'.
