    Reporting on William F Cowper's blocking of an attempt to erect a statue of Joseph Locke, notes Long 1833–43, which praises the engineer as a leading figure in the development of railways, and thus considers it immaterial 'whether an official refuses or denies' a place for the statue. Later reports the observations of Henry J Temple (3rd Viscount Palmerston) concerning the remedies to defects in the Armstrong gun and George C Lewis's facetious remarks on large and small bores.
