    Noting the 'Red Spectre of Democracy' which the advisers of King Wilhelm I of Prussia hold up to him, anticipates that John H Pepper, the great hand 'at playing with spectres', will 'expose' the 'Red Spectre' as an illusion, and perhaps 'embody the result of his experiments in the form of a most laughable Spectre-Farce'.
