    Responding to a report of leading statesmen moving 'for papers' in the Houses of Parliament, the poem describes the widespread use of exported Japanese paper. Notes its use in building construction, in political debates, and in Michel J de Montgolfier's balloon, but warns of its fragility and combustibility.
