    Reports that an announcement was made in the House of Commons that 'all the Telegraphs had been bought by the Government', and later notes Austen H Layard's proposal to 'cleanse the Serpentine, at the bottom of which is an abominable mess, the result of years of now discontinued drainage' (2).
