    Begins by pointing out that the Poor Law Board stipulates that poor-law authorities can only administer 'a minimum of relief' in order to keep paupers alive. Proceeds to discuss a report in the Morning Post of a recent meeting at Sion College convened to discuss the need to check the 'increase of pauperism and [to] improve the condition of the deserving poor'. Notes that the President of the Poor Law Board, George J Goschen supported the poor law on the question of pauper relief, and agrees with the Morning Post that sick paupers should be helped to recover and then enabled to earn a livelihood.
