    Notes an observation by Spencer C Cavendish (Marquess of Hartington) that the 'Telegraph System is being extended as rapidly as possible', and indicates that the 'difficulty seems to be the stupidity of the telegraphist staff'—a problem that is diminishing. Asks why more women are not 'almost exclusively employed in work which they could do so adroitly'. (205)
