Notes Frank I Scudamore's appeal to 'all sensible people' to protect telegraphic apparatus from 'idiot boys' who make 'cockshies of the insulators'. Believes there is no more legitimate 'postage duty' (the General Post Office being in control of all land telegraphs) than dealing with such individuals. |
