    Claims that 'there is already a school of thinkers, of which M. Dourckeim [i.e. Durkheim] is the exponent, who have proclaimed the necessity and usefulness of crime. The Darwinian theory declares that no institution or organ could possibly survive unless it possessed a special utility'.
