    Advises that Robert A T Gascoyne-Cecil (3rd Marquess of Salisbury) should have 'taken advantage of Sir Charles Warren's expedition to proclaim all the territory up to the Zambesi as British' (6). Also notes that 'the Scramble for Africa has exalted the popular and official estimate' of missionaries, who are now seen to 'constitute an almost ideal band of pioneers' (7).
